Devs would most likely have performance target numbers that will likely last, but it's not like they can't still be adjusted. I would guess they still have another 7-8 months to make fairly large adjustments to hardware.
I'm not exactly an expert in console stuff though, somebody please correct me if im wrong.

There is an expectation of how many cores on a chip are good and perform up to spec, but that could change up or down and/or allow for higher or lower frequencies.
So I thought the Gears of War showing was bad, but then I just saw that Battletoads has more than double the views. I didn't think interest in Gears 5 was all that high to begin with, but they're gonna legit need crisis PR out here soon.

You need to have the 1903 Windows Update to download the Xbox beta app but I can't install it because it says some of my hardware isn't ready for the update.

Without the Xbox beta app, you can't download the game pass games. Besides that, the app seems like just the shitty Windows Store with a fresh coat of paint.
