My stance is to buy based on if you’re happy with the rasterization performance they offer, and accept the RTX features as more of a bonus rather than buying just to experience the new technology.

Currently: games try to guess/estimate light's effect on environments, how it bounces and creates more shadows/colors/etc. Its a lot harder to do when you are looking at a scene already in shadow.
Raytracing: instead of estimating or cheating, it actually simulates light resulting in a much more realistic representation of light and it's affects on environments and objects.
