When the game was announced in 2014, it was nothing more than a tech demo and was supposed to be multiplayer only. It was some time after the fact that they decided they needed a campaign and roped in Sumo to make it.

The whole project has been troubled. The multiplayer was originally developed by Ruffian and Microsoft replaced them with Certain Affinity about 18-24 months ago or so. So this final effort is probably about two years or real work? It's not an excuse, it is not a pretty game, but even launching at all is a minor miracle.
Crackdown was literally not a game when they announced it in 2014, by the way. All that existed was the cloud destruction tech demo.

Hell or high water, they had to ship something because otherwise their weak slate is even more anemic.

They're not convincing anybody new to jump in to Xbox One when there's like a year and a half left and the last big releases are known quantities in Ori and Gears of War.
But Scarlett, that's when you'll start to see these new studios actually releasing games and giving some diversity to the MGS catalog. Multiplayer is still driving their core business between Halo, Gears and Forza, but they'll actually be able to break up those service games with single player titles from inxile, Obsidian, Ninja Theory, etc.

The story is paced so jarringly. Flashbacks thrown in almost at random intervals and there is no proper exposition given to build up the emotional beats. We're shown literally one moment of a father daughter relationship in flashback. An hour later we're given another where he has his son killed and the daughter thrown off a cliff for reasons. Then we learn he's the first assassination target. Am I supposed to feel bad for Kassandra, shocked at what the father did? It's all just vomited out immediately at you.
