It's not an official fee, it's administrative shit and the huge chunk is the train/subway/bus ticket, that lets you drive around the state for the semester. Everyone has to pay for it, otherwise they wouldn't reach the ticket price.

Most games are 70€ (79$) at launch, especially digital games.
For physical editions you find some nice deals pretty often, so you're paying 10-20€ less than the official price.
