Apparently some states are now banning gaming PCs from being shipped there because they consume too much power?

It's supposedly about idle power consumption. Which is part of the reason pre builts are using that new psu standard because it let's them get lower, easier.
A person in America purchasing a $2,409.99 PC is, from a global perspective (that is, the perspective from which one should consider climate change), not a “common” man.
Strangely its the lower end gaming PC's that might have more of a problem being shipped to those states.

Basically Dell is shit and havent gotten all their shit pre-builds certified. But you can select SKU's with the same specs and still have it shipped to those states... Like the one all the way to the left here

brother has a problem with his PC where it won't boot properly. Fans spin up and stay spinning, RGB comes on the GPU but not the CPU fan. No display, no beeps. There are blinking red LEDs next to the CPU and DRAM labels on the bottom right of the motherboard.

Was the system ever running and what Ryzen CPU are you using? X470 boards need bios updates to support 3000/5000 series.
Its a 3 year old build. He just turned it on last night and no post and a those blinking leds. Hasn't done a cmos reset yet
he's done cmos reset, no change. Tried his ram in another PC, they're fine. Everything is getting power so assuming his mobo or CPU is at fault here.

also it's a gigabyte x470 board and he's been reading about how his specific one fails in the way his seemingly has. We'll find out tomorrow lol.
The only mobo that ever failed on me was a Gigabyte and with this I think there's now enough evidence to say that all Gigabyte boards are shit.
I do remember Gigabyte’s X470 boards being fairly highly regarded around release. For their VRM design at least. Haven’t had any dealings with their motherboard’s personally. GPU’s from them have been okay for me at least.
