What do you lot use to monitor fps in UWP games? I tend to use Geforce Experience for other ones, but seems to not work on UWP (I believe it has done in the past, or perhaps it was just a small number of exceptions where it worked)

If not, you could always give RivaTunerStatisticsServer (RTSS) a shot. Just keep in mind that you may need to disable these things if you run into issues running them. Some games just don't play nice with overlays.

Just seen they added a different (expanded) performance overlay in the experimental features for geforce experience, so going to see if that works and if not will go with one of those other options

Probably going back studying soon (software) and was thinking about buying a refurb Dell Optiplex (i5-2400) off eBay. Is this a terrible idea? I don't fancy paying £600 on a laptop.
Only advice I've read for the course is i3 or above and 4GB RAM (ie any computer really) - on that basis the optiplex didn't seem a bad idea.

There's an ebay shop with i5, 8GB, SSD for £180 which seems a good enough gamble wrt buying used/refurb stuff. But my main concern is whether buying refurb stuff is a good idea. Shop I'm looking at has 10k sales @ 99% positive, so I would hope it's fine.

Going to try get a 3070 (supposedly the stock levels at launch will be much better) and then sell it next year
I tried out the ray tracing in Fortnite last night. All maxed out at native 4K, I was getting 10-15FPS. I don't even think the 3090 could make that playable. DLSS performance mode put it into the 20-30FPS region.
Enabling just ray traced shadows seemed fairly negligible on performance though. Enabling just GI or reflections pretty much halved the frame rate, even on their respective lowest setting.

2. My PC just died on me yesterday. It's been loud these last few days, decided to do some spring cleaning and noticed that a few pins on the CPU socket (LGA1150) are bent out of shape. I couldn't see too well into it but it looks like a pin might be missing too. I've tried to straighten them out but no luck. I've been looking to build a new PC anyway (well overdue), though I do have some expenses first, so I can wait. On the other hand, I thought I could find another LGA1150 motherboard on the cheap to hold me out...

The GPU could be better than that, but with the new GPUs coming out so soon I would be hesitant to push the boat out further than a 2060 Super (I didn't even go that far, I went with a normal 2060 for 1080p)

Finally disassembled my PC yesterday to address the annoying clicking sound in the chipset fan. Turns out, some screws that attached the chipset cooler cover to the cooler assembly were stripped, causing them to rattle. Removed the screws and my gf used some double-sided tape to secure the cover back on and reassembled. No more clicking noise!
While I was at it, I also went into the bios and adjusted my fan profiles again. Much quieter curve that doesn't speed up unnecessarily as much. Might could use some more fine-tuning but it is good enough for day-to-day that I don't feel like bothering with it.

Had another go at the CPU chipset pins and success! She's ALIVE! Luckily the Backup BIOS did it's thing, sorted out the Main BIOS and all is good again. What a time to be alive.

I'm impressed that Nvidia actually delivered a 3070 that matches the 2080Ti, and shaved 30w off the TDP. Kinda expected that it would still struggle with some games at 4K due to the 8GB VRAM and slower bandwidth, which it does in comparison to the 2080Ti.

Malware Bytes has an on-demand scanner that may be worthwhile. I think it is also free. Just use it to manually scan files you download to make sure they are safe.
Aside from that, run an ad-blocker to help prevent malicious ads from installing malware on your machine and just plain don't go to sketchy sites. Make sure your router and modem's firmware is always up to date to prevent exploits. And, of course, make sure your other devices that are connected to the network are also updated. Phones, computers, consoles, even smart devices like light bulbs and shit.
Speaking of, it is usually a good idea to put internet of things (IoT) devices on a network separate (like the 'Guest' network many routers offer) from your personal devices. IoT devices are usually things like smart bulbs, thermostats, garage door openers, etc. The reason being is that they often have giant security holes that are never or never timely patched out. Keeping them on a different network helps mitigate them from infecting everything else on your main network.
