I dont get the point you're trying to make?
The 3090 isn't in the same galaxy as the consoles. It shouldn't even be discussed in the same breath. One could argue so are the 3080/3070, but they are obviously priced much closer to the consoles which would make more sense for a comparison.

On paper, 350w of heat dissipation is pretty doable in a SFF case. NR200 from Coolermaster or the NCase, big beefy heatsink, take the stock fans off, throw two 120mm's directly under the heatsink and it's good to go. My current case is a chonky boy though, not far off the size of a mid tower.

So, realistically if you have any non-blower GPU, that GPU is spewing heated air into the case and into your CPU cooler. Much like liquid in a custom loop, it doesn't matter if the CPU follows the GPU or vice versa, the temperature of the water in the loop will reach equilibrium. Like-wise, the ambient air inside the case will also reach an equilibrium regardless of the airflow direction from the CPU and GPU fans/heatsinks.
The way to improve that situation, typically is more active exhaust.

Game needs motion vector data and have TAA as part of its graphics pipeline. The dev then needs to work (relatively minimally) with Nvidia to get it implemented.

ROG Strix version of the 3080 is huge. And Asus recommending 750W PSU. Also £799 😫 If you google the cards they come up on overclockers
