Starting up new businesses in the US is hard as fuck and far more fail than succeed. It is not a good investment practice. You are far better off becoming an instagram model or something and getting child support payments from your followers.
I do concede to you point of small business ownership not being for everyone. But it's your best bet at being fully self sufficient. Also don't they give out loans in the US that are earmarked for certain groups of the economically disadvantaged?

A small business is something you do as a side hustle these days or you have to have such a passion for it you're going for it. Even then most people stay employed whilst doing it for a steady check and health insurance. That being said having two jobs is not really sound, fiscally it can work out but you can't enjoy your fiscal responsibility much as an older person if you stressed yourself too much physically and mentally. That's if you can even carry that shit till retirement which has been edging out further and further for our generation. You're much more likely to have a meltdown or miss payments and it's downhill from there, borrowing to stay afloat and all that.

Throw out a state mostly known for its lax corporate taxes while we're discussing personal pensions. You're still gonna have county/district wide taxes even if income/prop for the state is nil or low. Federal taxes will still come into play. And most people can't pretend they're operating out of Delaware, their business isn't on a server.
