Gammon is not exclusively for racists but it works better on racists because they assume the term Gammon is racist towards white people. They then get angry because they believe that they are now the victims of racial abuse. Then someone usually points out it is not racist and that they are privileged old white people. I still think he's going to declare a national emergency and open the government. He'll lose in court and set awful precedent, but it's his only option to save face with his base.
