Orlando threatened to match ANY offer he got...so he got no offers.
That is generally how it goes unless the relationship between the two sides is that bad and the player just takes the QO with the intention to bounce the next season as an unrestricted player. Greg Monroe did this to Detroit.

Being a RFA gives the team that drafted you the right to match a contract offer. The player doesn't have to sign an opposing team's contract offer. For example, Kawhi COULD sign another team's contract, but the Spurs offered him the max and he didn't want to leave the team.
The Spurs, on the other hand, might not want to match an offer made to Corey Joseph depending on what happens with LMA.
