Honestly if LA was truly tanking Clarkson would have had been benched or had his minutes reduced in March. Black still had 8 DNPs after Kobe's injury, he also started 12 times while he was in Houston, were they tanking too?
In the end it's a thin line between tanking and giving minutes to the guys who will definitely be back next year and need minutes to develop.

Kelly getting minutes was shitty most nights, but like...who the fuck else was gonna start? Carlos Boozer? He was atrocious this season too. The only real egregious 'tank move' was not starting Ed Davis every night but even then he's undersized can't realistically start against most C in the league.
Almost any line-up of healthy Lakers looks like a tank squad, our roster missed 339 games due to injury. Literally lead the league for 2 consecutive seasons now.

I don't think the NBA would flat out allow any team to truly tanking, it's a business and they still have to put out an entertaining product every time they hit the floor. I'm just an outsider looking in, but I don't even think they were all that aggressive in the offseason either. Trading for Lin was clearly a move to set them up in the future and I can't tell you why they claimed Boozer.
