He's 18 still, so it's hard to say what's better for him. Train with the likes of Ronaldo and Dybala and (very) slowly work his way up the ladder ... or get thrown into the mid- / low-table mud pit to see if he can claw his way out of it. The problem with the latter approach in Serie A is that most managers aren't keen on giving young players a proper chance when they join the club on a 1-year loan. There's just no incentive to grow and develop the player.
That's actually one of the reasons why Juve were the main promoters in regards to establishing second teams. Juve U23 would be a great option for him, if they were playing in Serie B. As things stand right now, it's just too soon. Serie C isn't competitive enough and our 2nd team is just starting out, so it'll take a couple of years to get things up and running.
