well of course, cel shading is now just a term. When someone says it's cel shaded, they mean it was made to look like it had that properties. There's so much going on to give that effect that it's its own thing. The post processing to give it an outline, and shaderwork to give it animation-like qualities.

Hell Borderlands 2 technically isnt cel shaded, but I wouldnt fault anyone calling it that.
