He's only 23 -- this is a very long term signing. He played about 3000 minutes total last season and City will likely have a few more games next year for him to potentially play in. David Silva will play a little less as each year passes and he'll fill in more and more for him. Obviously Mahrez adds competition in the RW position, but I've no doubt they'll find a way to get them all a decent number of minutes.
Laporte played 13 full games for City in 3.5 months. That's not bad and again, he's 24 and is a long-term signing. When you play 55-60 games in a season, you want lots of options at CB. He'll probably play about 35 or so next year and maybe more depending on Kompany's fitness levels.
City are trying to be principled in their transfer dealings. Whether or not it's worth haggling over a few million here and there, I don't know -- it doesn't make a ton of sense when the number is so small in the grand scheme of things, but you've got to be firm somewhere or you'll just always get walked all over. I assume they feel like the long-term value in this outweighs short-term gains.
