Sure, it's contradictory. Gotta have something to release this gen, while they primarily shift towards next gen. But overall, they've obviously shifted in tone, and that's only good going into 2020. If you need to be reminded go look at the Mattrick Era videos on YT.

New traversal and prone move-sets.
Combat has increased emphasis on tension, interactivity and realism.
Enemy AI references each other by name, and constantly communicates with each other.
Two different timelines explored in TLOU2.
New dodge/evade mechanic is a core part of combat and melee.
You now have a jump button.
Far more creative and emergent moments in combat thanks to big increase in breadth of options.
Improved stealth mechanics, including crawl, prone, squeezing into tighter gaps, underneath vehicles etc.
You're not automatically fully hidden in grass. Extent of your visibility depends on height & density of foliage.
Much more verticality in combat scenarios now. She needs more routes and ways to engage.
Survival aspects are still a focus.

If you need to be reminded go look at the Mattrick Era videos on YT.I mean, they don't buy up a studio like Ninja Theory unless they're explicitly interested in making new single player experiences, which all of a year ago dudes were saying Microsoft would never make again because something something games as a service.
You don't need to look any further than Halo Infinite to see the change in philosophy. They're going to give that game five years in the oven. Their biggest, most important, console selling IP will be out of action for a really long time. Even Gears is getting more time. They bought the Gears IP, built The Coalition, and made Gears 4 in less time than they're giving TC on Gears of War 5.
There's obviously recognition that their core franchises need to change to stay relevant, but there's nothing wrong with them having those core franchises. Like, for all the concern trolling about how Halo doesn't matter anymore, that teaser got more buzz than pretty much anything at their conference.

While Kitao was unwilling to give too many specifics on combat systems, I can safely say that Sekiro is unlike anything we've seen in other From Software games. Instead of hacking away at an enemy's health bar, Kitao says famed director Hidetaka Miyazaki wanted to capture the feel of "swords clashing."
While there's still HP, combat revolves around 'posture.' When you attack an enemy, they'll easily block your attack but will lose posture each time. Once lowered enough, they'll be open to a gory finishing move, but the same goes for you. As enemies attack, blocking lowers your posture unless you block perfectly (similar to parrying in Dark Souls). With a perfect block you'll actually throw the enemy off balance and lower their posture instead.
In this way, combat in Sekiro feels more authentic to a sword duel: A battle of attrition as each tries desperately to create an opening to deliver a fatal strike.
