Why is the water so high up in American toilets?

Every time I see an American toilet, on TV or whatever, the water is always half way up the bowl, or more. What's up with that?
There's loads of water in that America. Well, not in the southwest, but here in the northeast water conservation isn't much of a thing.
Also it makes the smell more palatable and reduces skid marks :)
