Their player recruitment hasn’t been up to its previous standard. They’ve been losing out on players choosing other clubs. They wanted Lukaku, who went to United. They wanted Oxlaide Chamberlain and Van Dijk who both went to Liverpool.
They’ve reinforced their squad with some questionable buys (Barkley, Drinkwater) and lost some players who were important to the team (Matic, Costa). Then you have Morata, who is struggling to meet the demands, and Bakayoko who is struggling in general.
It looks very haphazard at the moment, without the identity you had with Costa, Matic, Kante and Hazard all playing off each other. Lastly, Courtois has dropped a level this season.

But as far as I'm aware early years we're funded by roman which a lot of people assumed would carry on forever. But I believe Romans long term aim was to always have Chelsea become self sufficient which I believe they now are. Chelsea don't spend money that they don't have (e.g. As far as I'm aware roman doesn't dip into his own pockets per say) so this has naturally bought them in line with other rich clubs. They've probably over performed in the market until recently and I feel that was more down to incredible player sales more than anything.
However (this my own opinion) you cannot just build a billion pound stadium and not expect it to have any impact on transfers and spending etc. People will deny it but I really January is indication of Chelsea are financially.
