I think the point behind the snark is that all these dudes got money and it didn't ruin the competitiveness of the game as the NCAA always likes to crow about. Looking at the amounts, a legal student stipend in the range of 25k probably accomplishes the same thing, or at least greatly reduces the incentive to go the illegal route.
We have the Olympics as a model for the NCAA to follow, too. But they don't want to, they just want to exploit kids from poor backgrounds to become rich.

The forging the signature bit pretty much seals the deal. Some people so rich and or dumb they don't look over paperwork and spouses can get up to all kinds of shit if stuff is jointly accessed/owned. Married folks knowing each others SSNs and doing paperwork for them isn't surprising. But forging a signature is veritable proof a spouse had no knowledge of what someone else was getting up to pretty much.
