Kerr's GM tenure was hamstrung by Robert Sarver constantly telling him to cut costs and trade picks. The Shaq trade was awful, but he did manage to put together that last gasp of SSOL team in 2010 through some pretty shrewd moves (drafting RoLo, trading for Dudley/Richardson, signing Frye). He was okay, not terrible.
