Utah will be better just by getting more experience. Their pick may not translate to wins but their roster should be able to improve upon last year. Plus The West will have 9 or 10 teams above .500 that will easily snatch up wins against LA.
LA literally has 4 players as of right now. They'll be right there with Boston at the end of next season if they don't add anyone worthwhile.

If Kobe can be who he was that'd be cool to see. I said before that being a fringe playoff team is OK with me as is being bottom of the league. It's the in between that worries me. but he's a question mark really. I doubt Nash can play starter or even 6th man minutes anymore, age caught up to him even before his nerve root issues. It depends a whole lot on how much our rookie can contribute I think. Everyone sounds way more optimistic about this squad than me, but a true evaluation can't be made til LA signs 7 or 8 guys to fill out the roster.
