Bayern for example build their own stadium with massive help from one of their sponsors and initially it was a shared stadium between them and 1860 Munich, but since they fucked up everything, Bayern got their part incredible cheap.
Others have been build during a WC or EUROs in the past. Dortmunds stadium for example was build for the 1974 WC and the City sold the stadium to Dortmund later on.
The same can be said about some stadiums being renovated for those tournaments with the Cities taking their share by paying a part of it.
Some clubs are only renting a stadium like Berlin for example, but they're also looking for a new ground since they can't rebuild/renovate certain parts as the stadium is in use for other events.
Clubs try to get it done themselves, with help from the City, but there is no guarentee the City will participate with those plans.
