To me, this falls into "old grandpa" territory, rather than some creep shouting "ass to ass!" and criminally assaulting women. He's a former President, and by all accounts I've ever heard, is a nice, polite man. He's in a wheelchair, so when he puts his arm around you for a picture (which might be an unwanted intrusion, but something that nearly everybody does when posing for a picture, man or woman), his arm goes across your ass and he makes a dad joke about it. Maybe he's an old pervert whose true colors are being revealed by dementia (like my racist grandpa), but I think I would roll my eyes and have a story to laugh about rather than be traumatized by a wheelchair-bound nonagenarian who goosed my ass.

I'm kinda in this same boat, but he probably just shouldn't have done it at all.
Separate from that aspect of it I see he is a man of refined tastes in the derriere department.

Especially for an actress, this might fall into yet one more encounter with unwanted touching from some asshole while taking a picture. We mock the "hoverhand," but it's likely preferable to all the pawing they must get. For that I certainly empathize. But, this is a former President who I've never heard of acting improperly (I would admittedly have a different take on an elderly Bill Clinton or Trump doing the same thing), so I'm hesitant to label his actions and motives as criminal.

I'm gonna go ahead and defer to the women who have issued statements instead of imagining myself in such a hypothetical that will never happen.
