Its very hard to ask that of a long running anime where there are no breaks between seasons like DB Super.
At the same time, the character designer of Super fell off really hard, which adds to why it doesn't look all that good. Those screens above is Yuya Takahashi (freelance animation supervisor for 114 and 122) changing the designs to reflect what the current series character designer used to be able to do. So its pretty ironic.

Low key.....Toriyama aped Gohan going SSJ2 from Togashi. In Yu Yu Hakusho, in order for Yusuke to access his full power to beat Toguro, Toguro killed one of his friends to bring it out of Yusuke. The manga chapters for the final stretch of the Dark Tournament saga were released a few months before Cell vs Gohan happened in DB too.
It makes sense considering that Gohan deciding not to fight Cell was out of character. By the Namek arc, Gohan had long been willing to kill to protect his friends. He killed Frieza's goons, he and Krillin had no problem killing that one Ginyu member and tried to Kill Frieza like 3 times.
It's also handled 100x better in Yu Yu Hakusho because Yusuke's whole arc up to the Toguro fight was about him always holding back, never fully committing to anything.
"Look at all the energy you still have! Shows you're doing you're training like you do everything else!"
"It's time you bit the bullet and started caring about something with all your heart! But you can't care about it if you're always holding yourself back in case it doesn't work out!"
Before the scene below, Genkai shows up here and straight up tells Toguro that Yusuke is a half stepping bitch and the only way you're going to get his real power is if you make him watch you kill one of his friends.
Yusuke's line after seeing Kuwabara "die" here works really well too. It sums up his character development beautifully:
"Don't you think I wanted to use my power and win this thing and go home,? Of course, I just didn't know how to reach it"
Of course he doesn't, he's always hiding, never wanting to show his weaknesses, or as Genkai put it "Yusuke has a 6 foot wall of crap between him and his actual emotions"
Think of how much more sense it would make if Goku planned on being killed by Cell in order to get Gohan's power out? He ended up sacrificing himself anyways. Goku has already seen the situations where Gohan rages, he already knows the trigger. He damn near had to kill Gohan to get him to reach regular Super Saiyan.
Everything was setup for it too. Goku not wanting to go back into the HTC, wanting to split the remaining days so he could rest, him telling everyone not to worry, straight up saying that he couldn't beat cell after having Korin measure their power, etc.
Then, if, like Yusuke, the barrier between Gohan and his power was him, being a 9 year old, not knowing how to reach that pool of strength would have worked SO much better than "not wanting to fight".
Even worse, Yusuke was trying to stop Toguro from getting to his friends the whole time until Toguro literally planted his head into the ground to watch while Gohan was stuck standing still watching Cell Jrs pummel his whole fam. What the fuck?! Gohan grew a pair after watching Piccolo get crisped by Nappa. He was risking his life every other episode on Namek to protect Krillin and Dende but now he's frozen? That part of his character development had already been wrapped up. cmon Toriyama.
Also, some random Android who Gohan has literally never met before is the trigger? SMH. Toriyama should have just been extra blatant and ripped off that moment 100%.
I still love the moment because I'm a Gohan stan but man, I wish Toriyama gave a fuck.

I'd be willing to bet Goku keeps UI and Vegeta keeps SSB+ as their unique power-ups, which is a nice change of pace honestly. Goku using a god-like technique and Vegeta continuing down the path to the strongest Saiyan power.
