2D animations are typically cheaper than 3D animations because the latter requires more experience, skill, and resources.
-3D/CGI anime requires a far larger, more expensive staff than 2D anime. You need a few people to model the character, there's another person who's responsible for that character's facial expressions and creating new 3D face shapes for those expressions, another person animating the character's body, another one handling that character's VFX, etc. Another person responsible for the cloth physics for that character and the list goes on. Then you have entire waves of people responsible for the 2D effects, 2d paintings, 3d backgrounds, compositing, technical art staff, not to mention the multiple programs you need to produce everything(Maya, Hudini, Unreal, Adobe suite, etc). .
Even something like this new DB Super movie has a much larger staff list than Broly did.
Take Arcane for example, for every scene in the show you can go on Artstation and find about 50 people responsible for 10 seconds for animation.
Now look at Dragon Ball Super Broly, the entirety of the Vegeta vs Broly sequence was animated by 3 people. Yuya Takahashi, Futoshi Higashide and Shuuichiro Manabe. In their respective cuts, they animated all the drawings for the character and 2D effects like the blasts, destruction, etc. It's doubtful they were paid as much as a 3D animator on a notable production.
-Talking about Japan/2D anime specifically, even some senior staff members of insanely popular franchises don't get paid livable wages:
