It's a good way for community members that are a bit closer, but certainly far from being a decent alternative for a message board.

In this context, it's most useful for getting an immediate response from a person or people. Like, if you want to get a quick group together for Destiny 2 or something or you just have a quick question you want to ask a specific person but don't want to wait for them to check PMs.

Hello! I was an infrequent gaf poster, but I’ve followed it for over a decade. This seems like a nice forum. Racism and sexism are ban worthy, which puts it well ahead of a lot of the alternatives I’ve seen recommended. I also appreciate that someone who was being a bit of an asshole a few pages back was given a clear warning before the ban. Seems positive!
My biggest concern with gaf was the constant piling on. I don’t think moderation silenced dissent nearly as much as the willingness of the majority to mercilessly destroy someone who might just want for exposure to progressive thought, or perhaps was even offering a viewpoint that I might disagree with while still finding worthy of debate. I do think something odd happened in the past year where “moderate” became a pejorative for dissenting posters who would have been considered very liberal a year ago, but I don’t think that phenomenon is restricted to neogaf.

Clearly gaf rubbed a lot of people the wrong way and its closure is giving them cause to vent, but the community was unusually active and knowledgeable for a video game forum and that kind of thing is hard to create/find again.
NeoGAF had knowledge. From professionals working in the industry. From developers. From passionate people. From people that have been following industry trends and games for decades. This kind of human capital will be hard to find elsewhere, to be honest.
