With the new software they can have warnings, individual thread bans, individual subforum bans, etc. They don't necessarily need to go straight for the steel toed boot site-wide.That's a nice idea tbh.
Another thing I read them talk about is great ban transparency. If a user is banned, the reason why will be openly attached to the offending post in public and will be required to not be vague or antagonistic. I once attended a forum that did it this way and it was very successful.
Third, they're considering an actual built-in appeal process.
