The players seem to behave smarter on the pitch, less going for goal when a simple pass will set up a good opportunity.

Defensive AI also seems a bit improved. Players are better at covering space, but also tackling and not giving away the ball stupidly inside the box. Haven't seen defenders just freeze and letting forwards pass.
A lot is improved. But one thing I don't think I can get used to, after already quite a few hours in the game, is the fucking new tactics screens. It's terrible. Used to be much easier to get an overview over everything. Now it's instead separated and requires multiple clicks to get where you want to be. Just terrible UI design all around. The more I play, the more it annoys me.

I love Football Manager but I am very very bad at it. I hardly ever win things. Terrible at making my own tactics, awful at using team talks. I also find too many things overwhelming - do I change my set pieces for a game at West Brom? What's the best way to do that? Should I manmark De Bruyne? Do I change my tactics from game to game or stick with something that works? Is there any point in using shouts from the touchline?

It's not. While it could be done, it would limit people quite a bit in what they do with FM.
Mods is a huge part of FM, here I am talking anything from facepacks, logopacks, to fixing licenses, adding leagues/custom leagues and so on. This would obviously not be possible or at least very hard. Doubt they would allow you to get around licenses and such with an official cloud based form of the game.
Second, they would surely have to put some fair use policy in there that would suck. People play FM a looooot. Like always fucking having it open. Would require quite a lot of cloud computing that I doubt would be viable in the end. Also while it isn't graphically intensive at all, it is very CPU intensive, unless you want some heavily watered down version running barely without any leagues and so on.
So yeah, if they want to make a web based one, I think it would work if they did a simplified version of FM for handheld and phones. That would no doubt have a high interest from people as well, but I don't think transferring the full game would work well.

Scouting is harder now, and takes much more steps than in previous FM. I guess it's for the best. Players are smarter and isolating players by man marking them even by getting yourself out of position works waaaaaay better now.
Also the new 'find underlap' instruction is a godsend.
It's also harder if you want to manage a big club without any experience now. The players wont listen to you for the first few months.
They also still manage to muck Pep's AI up. He's always mid table and at this save I'm playing, fired after getting City at relegation tier after 15 games.

Shouting does work, but not in the ways I want most of the time. The most consistent shouts are telling people to "calm down" if their body language is aggressive. It reduces the chances of them getting cards. Telling them to "concentrate" or "show some passion" when their body language shows complacency can change things, but it's less effective. The most effective one I've found is: shouting aggressively to players who are already a bit on edge will definitely increase their chances of them getting sent off with a two footed tackle or throwing an elbow. Perfect for derailing a match or a season and getting sacked early.
The rest like "tighten up", "push forward", "encourage" rarely seem to have an effect, but I still shout all the fucking time because this game pisses me off like that. I feel like that mostly happens with players with poor mentality or professionalism and I constantly avoid them. Heck, I avoid recruiting players with less than 15 determination almost at any cost (Rashford starts with sub 15 but quickly rises above). I admit this is a bit of meta-gaming and just reading up on how that shit works behind the scenes, because some of that stuff isn't even surfaced in the player statistics. But it is a game after all.
Bailly for example I always get rid of early. I love him IRL of course, but in the game he always becomes complacent after a goal, or stops trying mid match and usually ends up the season with the highest amount of mistakes leading to goal in the team. There are tons of examples of players like that, and usually if I see messages of overconfidence in the pre-match screen, it's usually sign of those hidden stats being low. Those cunts have no place in my team.
