It's free speech and free association in a public space, so I don't know how much leeway they had to outright stop it from happening. It was only after things went pear-shaped that the cops showed up with a federal judge's order to shut it down and make mass arrests. But I'd imagine after today the far right are going to have a much harder time. I don't know what mayor would want anything to do with this type of spectacle and expense, even the right wing/racist ones.
That said, the flip side is that there are a lot of people out there who saw this shit and are going to be looking to join up for a fight. Not just the nazis either. Antifa types show up with weapons and riot gear too, they're both full of angry people spoiling for a street brawl. This has serious potential to snowball.

Nah, this just isn't the way. That's how civil society breaks down.
