Players constantly turn down bigger, stronger, richer clubs in favor of ones that they see as better career moves. There are plenty of reasons why a young player would want to play for Liverpool, not least because they have a good chance of getting into the side. They might see Klopp as offering them a better chance for development. Play for Liverpool for a few years, improve, and then become a superstar at Real, Bayern, etc. whereas if you sign for a team where the expectations are to win every trophy under the sun in your first year, you'll have to salvage your career and may spend a long time without first-team football while they figure out which 2nd tier German team they want to loan you to. Liverpool also have money, maybe not as much as United but I think we're willing to pay as well as Arsenal and significantly more than Spurs.
Of course you aren't guaranteed success at Liverpool either, but watching the current team the vision is clear, there's an identity, and there's stability. It's a much better-run club than 6 or 7 years ago.
