There is a certain limit wages can increase year over year (as per FFP, doesn't matter your income unless it's below a certain threshold) and considering you have a large squad and if the contracts are done in such a way where wages increase by a percentage at the start of each season, it could be the case there is no enough wage budget available to sign new players and still comply with FFP.
