Release clause means the club has to let the player negotiate terms with the buying club, doesn't force them to sell if there are better offers.

Not entirely sure that's true. Suppose it depends on the specifics of a contract though, because release clause is kind of used as a catch all term.

We don't need money to make those signings. We've got ~150m unspent that we wanted to use but have thus far been met with stern resistance. Mahrez would probably be 40-50 and Draxler ~35m, falling well within the budget.
Not to mention Draxler and Mahrez are not players Klopp has earmarked as potential Liverpool targets.
Coutinho gave him every reason to believe he would stay at Liverpool this summer. He even bought his entire family Liverpool kits before this whole saga began. He was 100% happy until Barça started going after his family and friends to unsettle him.
Klopp is the one who has been let down here, not Coutinho. If the club decide to sell him he'll have been betrayed twice and his influence undermined.

It would be a really stupid thing to do as well given we've already sold Gabriel, Koscielny's injury problems and Mertesacker retiring at the end of the year.
