Ubisoft did have the best conference (thus far). Nintendo will have to pull the mother of all blinders to "win" E3.

Yeah, this was very poor. They didn't have a single "Wow" moment, all the games looked OK.
There was not a single announcement for their users, no changes to PS+ like they've talked before, no price cuts, no backwards compatibility or something else.

Felt like just an update to last years show with a few new games thrown in. Nothing outlandish, but they really didn't need to do that.
Uncharted and Horizon DLC expected to carry the load this summer into the fall I guess.
Their three AAA first party games are all spread out for 2018 though which is surprising. Expected GoW this fall, not early next year.

I dont know why budget matters. I'd rather play Deadly Premonition that at least has some quirk and individuality to it than Days Gone which looks like 'hey man sons of anarchy is popular and so is the walking dead'. Like Avatar had a huge budget but I dont want to see that boring fucking movie.
