He'll have to take a lot less than that in all likelihood as Toure is the only player for City who is even rumored to make over £200k. He wants to play for Pep again and to have a chance at success.

I actually think if Arsenal don't sell him to City, then there is a good chance he could sign for Bayern (or Barca or some other club) next summer and that is probably very enticing to Arsenal. City won't mind paying the transfer fee this summer whereas most clubs will balk at Arsenal's asking price. (we know Bayern pulled out already). Holding on to him for another season could represent a further bonus in that regard.
