City didn't and don't have a team good enough for Guardiola to come in, tweak it, bring some youth players through and enforce with a few signings to take them from scraping 4th to winning the league and getting to the latter stages of the CL
And with the backing they have, if he thinks he needs 4 players per window, they might as well pay £60m for each of them instead of looking for cheaper options
There's really no need for them to take it slowly, especially as they have to assume he won't be there for a huge amount of time. Txiki has been dropping bollocks for years before Pep arrived, and it makes more sense to pay what it takes to fix them than to carry on with the holistic stuff in the hope that things will just click when the evidence suggests that they won't.

It takes a long time to build and establish a productive academy. The thing is, City's academy was never a bad one. In fact it has consistently been quite good.
But the main lifeblood of any academy is for academy players to make it through to the first team, whether they stay there or not is less important. But the players need to get those opportunities. Currently it appears that Guardiola has zero interest in this, hard to say whether it's because the quality of the players isn't up to scratch or because he doesn't want to take the risk that comes with it.
