Paying people money under the table is literally bribery, and is illegal even when only when dealing with businesses (mostly, and its gray).

If the NBA truly wants to keep their age requirement (they shouldn’t), they would then need to allow 17 and 18 year olds to play in the G League as part of a true farm system. The infrastructure is already there, the NBA just doesn’t wanna go against the NCAA because of how ducking huge they are, and that’s a problem.
MLB and NHL would have an easy transition, and NFL would need to figure something out but it’d be worth it for everyone involved.
