Utd fans avoid putting blame on Mourinho for the same reason Liverpool fans don't want to blame Klopp. When you have a system that doesn't work and you take out a key part and replace it with something better, and it still doesn't work, the most obvious conclusion is that the part you replaced wasn't the part that was broken.
