I think you are confusing this youth team with all the young players Chelsea signs to loan out. Most of these players have been with the club from a very young age so its a bit harsh to say Chelsea aren't developing them lol.
Tammy Abraham joined the club at 8 years old, was in the Youth Cup winning team last year, and he just broke some record for a teenager in the Championship. Obviously this means nothing for his Chelsea career since even Costa leaving would mean two new strikers will be signed for him to compete against.

I can think of Matic but that's about it. De Bruyne and Lukaku weren't really youth players per se.
Only watched the first half of the Spurs match, their performance looked much the same as our's against Palace. Only without the daft cunts giving goals away.
