It's just super remote when his shot is ... yeah. For a guy with a strength of court vision and passing his passes are terrible, and never on point. Not sure he's ever played defense.
There's a lot of sayings you can put on him to justify drafting him at no.2. But they're basically all surface level PR stuff with little analysis behind it.

I actually agree with Ace that Ball goes over Smith. I think if you're picking 2-5 and need a pg (and Fultz is already gone, obviously), you're not going Smith over Ball. Smith is a bit lacking in point guard skills.

Well, maybe not all, because I don't know what P.J. is short for.
HIs ast's are relatively bad though. That really won't translate. All of his passes are off the mark. Behind guys, low, or high. Never in the slot.
I think it's the most overrated thing about the guy.
But he is producing them is the point. Maybe some of those are homecooking ast. But teams will see those numbers. I think it depends how many players are willing to work out with other players. Players have more power these days to shut down teams from getting a fair read on them compared to their peers. So I think his production and his toolset get him a high pick in the draft for sure..
