That is kind of a fine line you have to walk... because as president he needed to represent all Americans... I thought he spoke up when needed.
Obama was a pretty damn good Democratic President. He did lots things to help Black people, but couldn't ever say he did it for black people because it would cause a scandal (which is ironic considering the current buffoon, takes credit for everything including the sun rising). He took a big tent approach for the most part but there was legislation he passed to help Black people in all but name.
The changes to how drug related crimes were prosecuted being the top #1. A lot of African Americans who were jailed for decades for non violent crimes were released and basically given their freedom by Obama. Also his unofficial decriminalization of Marijuana has probably saved even more from being entered into the prison system (one of the main reason I feel that Sessions hates the current marijuana laws so much).
In addition to that, African Americans saw a real growth in their wealth as a demographic and African American Women are officially the highest educated demographic in America. Like Obama may not have come out and said he cared for Black people often, but his legislation did a lot more for us than any president I can think of since LBJ.
If anything the biggest issue he had in the views of Black people was in regards to the police. Going all the way back to when he had the officer who arrested Henry Louis Gates trying to go into his own home over for a beer (and a photo op). Obama has had issues with the police, or to be more exact they definitely had an adversarial attitude towards following him. The issue though is how do you stop the police from shooting innocent folks when the prosecutors themselves are in bed with the Cops and either flub or just drop cases? If he brought a civicl rights case out against one and it failed it would have been the biggest fiasco of his presidency and would have the police in the country looking at him the way the FBI is looking at Trump.... on the verge of professional revolt.
One of the last laws Obama passed though was a civil rights law that basically allows federal prosecutors to prosecute civil rights violation cases years after they happened as a way of allowing people delayed Justice since we know Trump is going to ignore those cases like the plague. It wasn't an executive order to so Trump can eat a dick. I like to think of that as his last parting fair well gift. He couldn't fix the problem, but at least he made it that the problem can't be ignored.
