I saw OutKast back in in 2002, actually. In Los Angeles. They were Sony's guest for the E3 party (which btw were far and away the most epic of any companies by a long shot). It was a good set. When B.O.B came on, shit got wild. People were almost re-enacting the music video, throwing drinks and cups everywhere. LOL.
Key & Peele are great. They had a fantastic skit about self-segregation.

Came from her turning him out and then leaving him an emotional husk of himself. Mrs. Jackson (a great song) is about their break up and how she pretty much took their daughter.
Key and Peele have great concepts for skits but they aren't funny at all...
A lot of Key and Peele shit is just a redundancy of the last skit they did. It usually goes something like this:
1) One character is cool and composed
2) Second character is crazy and outlandish
3) Sometimes both characters are crazy and they try to topple each other's outlandish behavior every 5 seconds.
This literally describes 75% of their skits.

I think key and Peele are pretty hit or miss myself, but what you're describing here is like basic comedy duo composition. Having a straight man and an eccentric.
Their problem lies in delivery and execution. The show has good ideas and excellent production value, but the sketches have no actual jokes outside their premise and both guys just have really narrow comedic range.
Every duo, even in drama, works around a dynamic in which one is quiet and the other is loud, metaphorically. There's always a PG and a scorer. Think Miles Teller and JK Simmons in Whiplash, Mark Wahlberg and Christian Bale, etc. You can't have every character with the same volume and speed, you need rhythm, patterns...
