To me it feels like one of many signings Chelsea make that seem more about taking advantage of a well regarded player with good potential who’s available, rather than something that fits their current squad, and will eventually be sold on for 2/3 of whatever they paid
To get back to your initial question, it's really hard to tell.
If he had the form from a year or two ago, I would say yes. Currently it's really hard to see that he's gonna make it.
Not even including the painfully obvious points that others have mentioned, like the climate within the team and the whole club at Chelsea seems to be rubbish. Aside from him being the replacement for Hazard...
Pulisic always had talent, allthough it wasn't anywhere near the likes of Sancho or Dembele that got the natural talent to make it to the top easily.
Pulisic was the type that had talent, but also the right work ethic. Came to Germany from the US which is already a huge step. Away from his family and he learned the language pretty damn fast. So he had the right basics and worked hard, which eventually worked out pretty damn well.
The last year however, was a proper letdown from him. I mean it happens that talented players at such a young age will eventually have a longer period of shit games, but it's not just that.
He felt mentally blocked by the decision about his future, people thought it would change as soon as he signed the Chelsea contract.
It didn't and people who actually really follow him and the club saw a good amount of issues. His decisions are nearly always bad. I dunno if that came up with the arrival of Sancho or what it is. It feels like he wants to prove what a player he is and utterly fails. Trying to dribble past 2-4 players, despite already seeing that it won't work out.
He could have pulled those things off before, but he had the right eye and feeling for the situation. This seems to be gone and he's really making alot of bad decisions. What's even worse that he's becoming kind of egoistic, by not passing to better positioned players. That thing also goes on for a while now.
These points on top off his normal weakpoints like crossing, his physical weakness are really dragging him down currently.
I got no idea what it is with him, but unless he starts working hard again and keeping the right focus, along with being a teamplayer, I doubt he's gonna be a success at Chelsea.

Yeah it really did get worse. Feels like he's playing for himself now. But I believe it all started with the attention he got in the US and the national team. Here's the No.10 shirt, please start to carry our team, and yeah you're captain now.
I think it all got to his head a bit and negatively effected his club performance.
