They'd have to design around it, like there being areas where there's way too many enemies to take on with the ammo available at that point, making it kind of an environmental puzzle.

He's a lot more manageable in Claire B as you get the SMG and silencer upgrade quite early, so you can take zombros down without attracting him with noise.

Maybe the steps are that... this game doesn't have the audio cues that other RE games had (such as Nemesis chase music that doesn't disappear unless you lose him or kill him)

To be honest, I don't know how I'm going to handle him. I refuse to play normal mode and have to play hardcore because of the ink ribbons, and I am really unprepared for the new engine (didn't play RE7). Plus I keep getting mindfucked between what I know of RE2 and what is different. It's a weird dichotomy going on in my brain as I play the game...

idunno...if you hear his footsteps, he's definitely nearby to some extent. I've noticed that his footsteps can appear fairly close even though he's actually on a floor above you, which is hard for a stereo sound system to properly convey.
Early on, protagonists Claire and Leon hear a radio message instructing all citizens to head for the station.
That notion is wild, the police station as fortress/safe haven is laughably naive (particularly for people of color). It certainly was in the 90s as well, and really, when has policing in America ever actually been about keeping neighborhoods safe as opposed to keeping a racist status quo up and running?

Finished Leon B. I somehow missed the flamethrower and ran out of ammo at the Tyrant boss fight. Went into final form Birkin with all of a couple rockets and whatever they gave me at the end. Matter of fact, the entire second run felt like I had just enough ammo to get by (if that) and never enough to go crazy with.
Gonna start hardcore mode now. This shit is amazing.
I can't imagine Nemesis in this engine. We better be able to put him down, for breathing room and items, because damn.

For the most part, yeah. I'm about 60% into Claire B scenario and I'm glad Mr. X is finally dead (or is he, huehuehue). He's been way more annoying the second time around, probably because I took my sweet time getting the SMG silencer. They should've made it so you can make him go away temporarily, if you waste a lot of ammo on him.
Trying to speedrun through hardcore. Holy shit, this difficulty is something else. Some of the earlier halls went from trouble to absolutely hellish. 😐
