Is it immoral for poor people to reproduce?

bringing a child into a life of utter despair and hardship just seems wrong to me, and selfish. i mean even poor people can afford condoms, right? then the child inevitably turns to a life of crime and becomes another unintelligent leech on the government's teet, statistically speaking.
what are your thoughts? is there a threshold of dual parental income in order to properly provide for a child?

Here in Argentina, poor people get money for each child they have. I think that's a huge problem in the long term plan of the country, yes. This topic is very controversial, as the previous posts show, but I do agree there should be some discouragement to having more than 1 child if you can't support them, like giving welfare if you have 1 child but cut it if you have more kids.
At least among the poor people in Argentina, getting the woman pregnant is a sign of virility so men avoid using condoms and they prohibit women from using birth control pills. It's a huge problem, and government should step in.
