You can get away with lowballing him if you really want to keep hoping, there’s zero chance of a hot market for him in the current capocalypse. I think only 7 teams could afford to make an offer, and none of them are tying their cap space up on an offer sheet to a restricted guy who’s played 11 games in two years.
I’d honestly rather save the money and get the same production from a guy from a cheaper, sturdier guy at the end of the draft/d-league.

I hope we keep Exum. If he stays healthy, he's going to surprise a lot of people with how athletic he is. He can defend multiple positions and is showing that he can put a lot of pressure on opposing defenses.

The cap didn't keep going up like everyone assumed and there's a big crunch happening / coming. I don't expect anyone to go over board on exum.

He doesn't have much other than being tall and fast, but he's very tall and very fast.
If he can learn how to shoot threes and he doesn't get injured, he could reach prime Devin Harris.
